PRESIDENT - FRANK G. PALMER
Frank Palmer is
the former Deputy Commissioner of the Royal Canadian Mounted
Police (RCMP). In his capacity as Deputy Commissioner –
Operations, he was the second most senior law enforcement
official in Canada.
Mr. Palmer
obtained his Bachelor of Laws Degree from the University of
Manitoba and his Master of Laws at Dalhousie University.
Following extensive service as a criminal investigator, he was
assigned as Assistant Officer in Charge of the RCMP Legal
Branch, and from there to Officer in Charge, Adjudications
Branch. As a Chief Superintendent, he was assigned as
Director, Economic Crime and oversaw RCMP commercial crime
investigations across Canada.
Following this,
his career returned to Officer in Charge of Operations in two
of Canada’s largest cities, Toronto and Vancouver. In
this capacity, he managed and controlled all areas of
enforcement, including criminal investigations, commercial
investigations, criminal intelligence and national security in
the respective Provinces of Ontario and British Columbia,
before returning to national headquarters as Deputy
Commissioner, Operations.
Mr. Palmer’s
many duties and accomplishments are too numerous to mention.
He was an RCMP representative on the Canadian Association of
Chiefs of Police, a Director of the International Society for
the Reform of Criminal Law, an Associate of the National
Executive Institute, U.S. Federal Bureau of Investigation and
Canada’s representative to INTERPOL.
Following his
retirement from the RCMP, he became Judicial Justice Palmer
upon receiving an appointment as a Judicial Justice,
Provincial Court of British Columbia where he presided over
Provincial Offence trials and hearings in British
Columbia.

CHIEF EXECUTIVE OFFICER
(CEO) - NICHOLAS KOKIL
Nicholas Kokil
was for many years a police officer engaged in a variety of
specializations, including field training officer, sexual and
child abuse investigator, fraud investigator, arson
investigator, traffic accident investigator and major crimes
investigator. He eventually achieved the position of
Chief of Police, responsible for management, police
administration and budgets, and creating and implementing
policy.
Following his
career in police work, Mr. Kokil became the Director of
Investigations and Technical Services in a large private
investigation firm. In this capacity, he conducted
security audits and risk threat assessments, as well as
executive protection. He also conducted and supervised
investigations into every area of private investigation, i.e.,
insurance fraud, arson, missing persons, locating hidden
assets, statement analysis, human rights violations, criminal
offences, computer forensics, and much more.
He has also
been retained to develop and instruct
courses for both private and public Security
organizations, instructing in the fields of Airport Security,
Hospital Security and General Security
Guard Training.
His personal
education has been extensive and includes Northwestern
University in Illinois, the Royal Canadian Mounted Police,
Canadian Police College, University of Manitoba, and the
American Society for Industrial Security, to name only a few
educational institutions. Mr. Kokil is in great demand
as a lecturer and speaker in many areas, ranging from criminal
investigation, sexual abuse, fraud and
counter-terrorism.

CHAIRMAN, BOARD OF DIRECTORS - BRIAN
N. COX
Brian Cox was a
member of the Royal Canadian Mounted Police (RCMP), employed
in many areas of specialization, including Court Liaison
Officer, Race Track Anti-fraud Squad, Major Crimes Section,
Drug Section, Commander, Heroin Trafficking and Importing
Unit, Drug Intelligence Coordinator, and National Crime
Intelligence Section (the RCMP’s organized crime squad).
His duties in the RCMP involved extensive travel throughout
Canada and the USA.
After leaving
the RCMP, Mr. Cox created a private investigation and security
consultant company, along with another experienced RCMP
officer. In this capacity, he traveled a great deal
performing both investigations and consultant duties on behalf
of governments, large corporations, small companies and
individual clients. This business was later restuctured into a
large security and protection company providing general and
specialized security services to business, industry and
government.
Mr. Cox’s
experience as an educator is very extensive, having been an
instructor in the RCMP In-service Training Branch, the
Canadian Police College, Robertson College and Northwest Law
Enforcement Academy where he was appointed as Managing
Director.
His
personal education involves the RCMP Training Academy, the
University of Winnipeg, the Canadian Police College, plus
numerous seminars and specialized police training
programs. He has had extensive experience training both
police and private investigators in a wide variety of subjects
relating to their duties.
VICE
PRESIDENT OPERATIONS - JOHN
McFARLANE |
John McFarlane is a former military intelligence officer (Canadian
Armed Forces)
and international banker, with tours of duty in Canada, Australia
and New York.
Since 1990, Mr. McFarlane has operated Silent Knight Investigations
LLC in the
Denver metropolitan area. He has a Bachelor of Arts (BA)
degree in Criminology
and a Master of Business Administration (MBA) degree in
Finance. In addition, he
is
a Fellow of the Institute of Canadian Bankers (FICB).
Mr.
McFarlane currently serves as the President of the Professional
Private
Investigators
Association of Colorado and is a member of the World
Association
of
Detectives. He holds active membership in the International
Intelligence
Network (Intelnet), the California Association of Licensed
Investigators, the Texas
Association of Licensed Investigators and the Association of Former
Intelligence
Officers.
He is licensed as a private investigator in the state of Kansas by
the Kansas
Bureau
of Investigation.

CHIEF FINANCIAL OFFICER (CFO) -
PATRICK GALLAGHER
Patrick
Gallagher has had a long time connection with law
enforcement in Canada. He is the President and CEO of
the Tiger Claw Self-defense (Kung-fu) Schools which are
located throughout western Canada. Mr. Gallagher is a
highly skilled martial artist and has trained with masters
and police in mainland China.
Northwest Law
Enforcement Academy, which provides post secondary training
for persons seeking careers in the police and other law
enforcement agencies, subcontract all their “Police
Defensive Tactics” training to Mr. Gallagher’s schools. He
has trained members of the Royal Canadian Mounted Police,
municipal police officers and Natural Resource Officers and
well as law enforcement students.
Besides
his achievements in training law enforcement students and
officers, he is a successful business person whose corporate
holdings have grown steadily over the past several
