International Police College of Canada (IPCC), with its International Head Office in Winnipeg, Canada, is an organization dedicated to provide the highest quality, professional training to police agencies throughout the World.

Why is IPCC headquartered in Canada?

A law enforcement expert with the United Nations stated that the Canadian police are the best trained and most professional that he had encountered anywhere.

Canada's criminal justice system gives priority, some say, to the rights of criminals who have broken the law over the safety and security of the general public. Persons who are convicted of criminal offences, even violent offences, are only incarcerated as a last resort, and when they are sentenced to prison, it is only for a relatively short time.

Despite a legal system that provides little support to its law enforcers, Canadian police have one of the highest crime solved rates in the World. Although criminals are released to prey upon the citizens over and over again, the Canadian police are successful in apprehending them over and over again. Canadian Police have had to develop tremendous skills in order to cope with the legal obstacles within the criminal justice system.

Where do I attend classes at IPCC?

IPCC is a mobile educational institution. Instead of students going to Canada to train at great expense, we bring our expert instructors to you. It is much more economical to have an IPCC instructor come to you and train 20 or 30 officers, than for you to send one officer to Canada, or anywhere else, for the same instruction.

Who are the IPCC instructors?

Most of the IPCC instructors are Canadians, although we have both British and American instructors on our instructor roll. IPCC uses both current and retired law enforcement instructors, however retired officers are generally preferred due to their availability. Many expert police instructors retire from the police to become private consultants or law enforcement instructors at various colleges.

The criteria to be an IPCC instructor is not whether a person is a current police officer or retired, it only matters if they have the expertise and experience required.

Instructors who teach courses that are not specifically police or law enforcement subjects are generally highly qualified educators with advanced university degrees in their area of specialization....several hold PhD's. Instructors who teach Human Relations, Sociology or Hostage Negotiation, for example, would fall into this category.

What type of training does IPCC offer?

IPCC can provide expert instructors on any police related subject. Please provide specific details of your requirements to the IPC representative.

IPCC Courses are divided into four levels...Basic, Intermediate and Advanced Police Operations Courses, plus Highly Specialized Law Enforcement Courses. Please see the attached pages for examples of courses available and details of who is qualified to enroll in each type of course.

When are the IPCC courses available?

IPCC will work with the various police organizations to provide training at a mutually convenient time for both parties. We will work diligently to ensure the best qualified instructors will be available to provide top quality instruction.

What are the requirements of a client organization?

The client organization will be required to provide:

a) Accommodation...Minimum standard: 3-Star hotel or equivalent facility

b) Classroom facility with adequate equipment, i.e. overhead projector, whiteboard or chalkboard, TV-VCR of local electronics that can play NTSC videotape.

c) Transportation from the accommodation facility to the training facility.

d) Interpreter if persons attending class do not speak English.

Class Size

Ideal class size is 10 officers, however, 20 officers can usually be accommodated for most courses.
